The Municipal Leadership Development Program (MLDP) is administered by the Saskatchewan Association of Rural Municipalities (SARM) and is a joint partnership of SARM, the Saskatchewan Urban Municipalities Association (SUMA), New North – SANC Services Inc., the Rural Municipal Administrators’ Association (RMAA), the Urban Municipal Administrators’ Association of Saskatchewan (UMAAS), and the Ministry of Government Relations.
